Deepen the cooperation between the road and the land and promote the comprehensive treatment of the hidden danger of the common railway in an orderly way

At present, the comprehensive treatment of potential safety hazards of ordinary speed railway has entered the second stage. While doing a good job in flood prevention and disaster relief, all railway bureaus and groups have coordinated and promoted the rectification of environmental problems along the railway.

The railway bureaus and groups continue to deepen the cooperation between the railway and the local governments, and take the initiative to report to the party committees and governments of the provinces, autonomous regions and cities under their jurisdiction. Relevant stations and depots should strengthen the docking with counties, townships and villages along the line, and promote the implementation of various work measures. At present, 12 Railway Bureau Group companies have completed the territorial docking work, docking 282 Municipal People's governments.

China Railway Taiyuan Bureau Group Co., Ltd. reported to the emergency management department of Shanxi Province for 48 potential problems of geological and flood control disasters, and the local government officially issued a document, clearly requiring all cities to formulate rectification plans one by one according to the principle of territorial responsibility. China Railway Hohhot Bureau Group Co., Ltd. and the transportation department of Inner Mongolia Autonomous Region jointly issued a document to clarify the relevant requirements for handing over 27 highway crossing railway bridges and culverts, 277 waterlogging bridges and culverts, and 19 highway and railway parallel facilities. China Railway Zhengzhou Bureau Group Co., Ltd. actively contacted and communicated with Henan Provincial Public Security Department, and incorporated the emergency command telephone into the 110 systems of all cities in the province. China Railway Wuhan Bureau Group Co., Ltd. signed a comprehensive management memorandum with seven prefecture level cities and prefectures, handed over the list of hidden dangers, worked out the treatment scheme, and clarified the responsibilities of both parties.

The railway departments should further strengthen the publicity, education and study of the regulations on railway safety management, coordinate the relevant local departments to carry out joint rectification actions, and establish and improve the working pattern of joint prevention and governance.

China Railway Nanchang Bureau Group Co., Ltd. held training courses in Jiangxi Province and Fujian Province, organized centralized training for road and land environmental supervisors, interpreted work plans, studied laws and standards, and exchanged work experience. China Railway Chengdu Bureau Group Co., Ltd. cooperated with the new media platform of the Youth League Committee of Sichuan, Guizhou and Chongqing provinces to push off road safety publicity and education information, and contacted more than 300 schools to carry out publicity activities. China Railway Lanzhou Bureau Group Co., Ltd. and Ningxia Hui Autonomous Region officially issued a document to form a joint acceptance team, which carried out the on-site cancellation acceptance work one by one for the 141 problems completed in the first batch of rectification.

According to the relevant requirements, the railway department will timely rectify the key problems affecting the traffic safety, carry out the on-site survey and confirmation of the road and land, clarify the remediation standards, implement the rectification responsibilities, and ensure that one place is sold; at the same time, it will continue to do a good job in the hidden danger investigation work, timely incorporate the problems found in the rectification plan, and inform the local government and relevant departments to carry out joint rectification.
