Close monitoring and control, precise policy making and actively responding to typhoon "haigebi"
Recently, due to the impact of Typhoon "haigebi" No.4 this year, rainstorms or heavy rainstorms occurred in eastern Zhejiang, Shanghai and other places. The Western Yellow Sea and parts of the southern Shandong Peninsula have encountered strong winds of force 8. The railway departments closely monitor and control the typhoon dynamics and changes in rain conditions, carry out a solid investigation of potential safety hazards, strengthen patrol on key areas where the typhoon passes through, dynamically adjust the train operation scheme, and accurately implement policies to ensure the transportation safety in flood season.
In order to properly deal with typhoon "haigebi", many southern railway bureaus and group companies have arranged special personnel to monitor and control the typhoon and rainfall forecast information, make full use of satellite cloud images and radar charts, observe clouds and chase rain 24 hours a day, and timely grasp the rain situation, wind speed and route conditions in the management. China Railway Shanghai, Nanchang and Nanning Railway Bureau Group Co., Ltd. launched typhoon emergency response, organized transportation, dispatching, public works, locomotive and other departments to investigate billboards and sound barriers along the railway, focused on monitoring weak flood control areas, inspected and cleaned tunnel entrances and exits, traction stations, distribution stations and other places; obtained pictures and images through UAVs to strengthen hidden dangers Check, study and judge, improve the efficiency and quality of flood control hidden danger investigation; strengthen the wheel stop of bridge inspection vehicles and other equipment, implement wind prevention measures for large open-air loading and unloading machinery, and strengthen the inspection of anti-skid of vehicles staying in the station. Relevant railway bureau group companies have also established a coordination mechanism with the construction units along the railway, so as to grasp the distribution of emergency repair teams and the situation of emergency repair machines and tools in real time, so as to eliminate the hidden danger of water disaster in time.
In order to ensure the safe operation of passenger trains, the railway departments organized scientifically and took the initiative to avoid risks. On August 3 and 4, some passenger trains passing through hangshen, Changfu, Hefu, Fengfu and other lines were temporarily stopped and the operation sections were adjusted to resist the typhoon. All stations should open more exit and sign changing windows, strengthen the guidance of escalators, overpasses, underpasses, platforms, etc., add anti-skid facilities and anti-skid warning signs, and comprehensively check and reinforce the glass doors, signs and other equipment and facilities of the station waiting room, further strengthen the boarding and landing organization, and do a good job in passenger comfort and explanation.
With the typhoon "haigebi" moving northward, heavy rainfall will appear in the eastern part of Northwest China, central and southern part of North China, Huanghuai River and other places. The railway department pays close attention to the change of typhoon path, and according to the actual situation of wind speed, rainfall and disaster impact degree, the railway department carefully investigates and rectifies the hidden danger of flood control, improves the safety prevention and control ability, restores the traffic order on the premise of ensuring safety, and meets the needs of passengers' safe travel.
