On November 20, a press conference on accelerating the high-quality development of the Pearl River Xijiang economic belt was held in Nanning. Relevant leaders of the development and Reform Commission of the autonomous region, Wuzhou City and Hezhou City introduced the implementation results of the development plan of the Pearl River Xijiang economic belt. I. gradual improvement of cooperation mechanism and policy system

On the basis of the joint meeting system of the two provinces to promote the development planning of the Pearl River Xijiang economic belt, the city community of Xijiang economic belt and the joint meeting mechanism of mayors, we will give full play to the cooperation mechanism of the joint meeting of Guangdong Guangxi poverty alleviation cooperation and the overall coordination role of the autonomous region in docking with the Construction Department of Guangdong, Hong Kong, Macao and the Great Bay region, so as to promote the deeper and more fruitful cooperation between the two provinces and regions. At the same time, the three-year action plan (2019-2021) for comprehensively connecting Guangdong, Hong Kong, Macao, bay, Guangdong and Guangxi to speed up the construction of the Pearl River Xijiang economic belt was jointly issued with Guangdong Province. At the same time, the autonomous region also issued "1 + 9 + 1" policy documents, such as "several opinions on comprehensively docking Guangdong Hong Kong Macao Gulf region to accelerate the development of the Pearl River Xijiang economic belt (Guangxi)", "Guangxi overall docking Guangdong Hong Kong Macao Gulf region construction master plan (2018-2035)", which provides a strong guarantee for comprehensively docking Guangdong Hong Kong Macao Gulf region and improving and implementing the Pearl River Xijiang economic belt from the aspects of mechanism and policy.

II. Significantly enhanced connectivity

In terms of railway, the "ten Railways" connecting Guangdong and Guangxi have been built into the "four Railways". In 11 cities along the Yangtze River in Guangxi, there are 9 motor cars, 132 pairs of motor train sets between Guangdong and Guangxi (69 pairs of Nanning Guangzhou railway and 63 pairs of Guiyang Guangzhou Railway). The new pattern of public transportation and high density has been formed in the passenger railway transportation of Guangdong and Guangxi. Nanning Yulin to Shenzhen high speed railway is actively striving to be included in the new era's medium and long-term railway network, Guangdong Hong Kong Macao Dawan district (intercity) railway construction, and the railway "14th five year" development plan. At present, Nanning Yulin section is speeding up construction; Liuzhou Zhaoqing and Liuzhou Hezhou Shaoguan railway are respectively included in the development plan of Guangdong Hong Kong Macao Dawan district and the national medium and long-term railway network plan 。 Cenxi Luoding railway is striving to restart the construction of China Railway.

In terms of highways, the "Eighteen highs" which are planned to connect Guangdong and Guangxi have been built into the "six highs", and 9 counties (districts) adjacent to the two provinces and regions are connected with expressways. Three expressways from Yulin to Zhanjiang, from Pubei to Xinyi via Beiliu, and from Hezhou to Lianshan are under construction.

In terms of water transportation, the third line and fourth line ship locks of Changzhou water conservancy project have been completed and navigable. In 2018, the cargo throughput reached 132 million tons, which will exceed 150 million tons this year, a record high. The 3000 ton waterway regulation of Xijiang Jieshou Zhaoqing section is speeding up the construction of such lock projects as Guigang shipping, Xijin water conservancy and Honghua water conservancy project. The mileage of high-grade waterway in Xijiang River and Guangxi basin is 1887 kilometers, and 2000 ton ships can directly sail from Nanning to Guangdong, Hong Kong and Macao.

In terms of aviation, Nanning Wuwei, Guilin Liangjiang International Airport new terminal, Liuzhou Bailian airport terminal expansion and Wuzhou airport relocation projects have been completed and put into use successively. Yulin Fumian airport and Nanning Lingli general airport have been accelerated. There are 13 air routes from Guangxi to Guangdong and 89 flights per week.

III. speeding up the formation of industrial belt along the river

The construction of Guidong industrial transfer demonstration zone has been pushed forward. Yulin (Fumian) energy conservation and environmental protection ecological industrial park has been renovated to undertake the upgrading transfer of the whole industrial chain of clothing and leather industry in Guangdong, including weaving, spinning, printing and dyeing, and garment manufacturing, with 162 enterprises settled. Wuzhou has established sister cities with Guangzhou, Foshan, Zhaoqing, Yunfu and Maoming, jointly promoted 221 key cooperation items, and Foshan has been transferred to form "Tengxian ceramics" industrial cluster. Guilin has successfully introduced Huawei, BYD, Shenzhen technology, incubation center of smart Industrial Park, Everbright cloud Valley, Fuli comprehensive city and other projects. A number of leading enterprises such as Guangdong Guangxi smart home appliance industrial park and Liudong China Resources Complex settled in Liuzhou.

IV. accelerate the construction of key cooperation platforms

There are 337 registered enterprises in the special experimental zone of Guangdong Guangxi cooperation, 65 enterprises have been put into production, 38 of which are above designated industrial enterprises, 36.9 billion yuan has been invested and the total contract value is about 47 billion yuan. From January to October 2019, Guangxi signed 19 projects with a total investment of 6.93 billion yuan, 44 projects under construction and 7.9 billion yuan of investment. Key platforms such as Guangdong Guangxi (Guigang) thermoelectric circular economy industrial park and Guangxi Dongrong Industrial Park have been accelerated to drive the industrial cluster development of electronics, new energy, renewable resources, ceramics, stainless steel products, aluminum processing, stone, silk and other industries. The circle of friends of the high-speed railway economic belt between Guangdong, Guangxi, Guizhou and Yunnan was further expanded, and the construction of Shenzhen Baiyuan Industrial Park and Shenzhen Pakistan health special experimental area was accelerated.

V. remarkable achievements in ecological environment management

The implementation of key ecological construction and protection projects was vigorously promoted, and the tasks of returning farmland to forests and key ecological projects of forest carbon sink in the Pearl River Xijiang River Basin were solidly promoted. The joint prevention and control of environmental protection between regions has been continuously strengthened, and the ecological environment treatment has been carried out steadily. The Xijiang River Basin has become the first large basin in China to establish a linkage and cooperation mechanism for water pollution prevention and control, and the Jiuzhou River pollution treatment has become a model for the environmental treatment of trans provincial river basins, realizing the "clear water flowing eastward".
