The direct link rate with the main cities in the Pan Pearl River Delta region will reach 90%. The proportion of international and regional passenger throughput of Shenzhen airport will increase from less than 1 / 10 to 1 / 4. The 10 minute walking range of the city's rail stations will cover more than 70% of the city's area, basically achieving the goal Equalization of public transport services.
When a rail city is built, the share rate of green travel in the city exceeds 85%, and the proportion of residents who can be covered by the 10 minute walking range of rail stations in the city reaches 70%, basically realizing the equalization of public transport services. The logistics cost has been greatly reduced, and the ratio of the total logistics cost of the whole society to GDP has been reduced to 8%. Green and safe healthy streets will be built in the whole city, and the death rate of 10000 vehicles will be reduced to 0.5.
Strengthen cooperation with Huizhou, give full play to the function of Huizhou Pingtan airport as the second airport in Shenzhen, innovate the investment and operation mode, further improve the land collection and distribution system from Shenzhen to Huizhou Pingtan airport, and form a multi airport system serving Guangdong, Hong Kong and Macao.
We will give full play to the advantages of the airport terminal in maritime rapid transportation, expand the ships in Nansha and other places, and improve the close ties with Qianhai, Nansha and Hengqin free trade zones. We will improve the connection with Guangzhou, Dongguan, Shenzhen and Shenzhen, China and Shenzhen, and build a convenient air rail intermodal hub. We will optimize the connectivity with the Shenzhen China channel and the Yangtze River Expressway, and improve the service capacity of Shenzhen airport to the West Bank of the Pearl River. In the eastern direction, speed up the construction of high-speed rail from Shenzhen to Shenzhen Shantou Special Cooperation Zone, as an important part of the new national coastal channel, strengthen the connection between Shenzhen and the Yangtze River Delta; add the planned high-speed rail from Shenzhen to Heyuan, connect Hangzhou to Guangzhou, and form a new East Channel connecting Shenzhen and the Yangtze River Delta. In the central direction, the second high-speed railway from Guangzhou to Shenzhen is planned to connect Guangzhou to Yongzhou high-speed railway, forming a new channel for Shenzhen to connect the urban agglomeration in the middle reaches of the Yangtze River. In the western direction, the new high-speed railway from Shenzhen to Nanning and from Shenzhen to Zhaoqing will be built, the construction of Shenzhen Jiangmen section of Shenzhen Maoming railway will be accelerated, and the strategic channel of Shenzhen to the southwest will be opened.
Jointly promote the construction of intercity railway with surrounding cities, accelerate the planning and construction of Zhongnan tiger intercity, Shenzhen Dalian intercity, Shenzhen Shantou intercity, Guangzhou Dongguan Shenzhen intercity, Shenzhen guanzeng intercity, Changlong intercity, Shenzhen Zhuhai intercity and Shenzhen Huizhou intercity on the East Bank of the Pearl River.
Timely promote the extension of urban rail transit network to surrounding cities, and promote a number of cross city rail construction, such as Shenzhen line 10 East extension to Dongguan Fenggang, Shenzhen line 11 North Extension to Dongguan Chang'an, Shenzhen line 14 East extension to Huizhou Huiyang, Shenzhen line 22 north extension to Dongguan Tangxia.
Reserve the pre control of the river crossing corridor group in Guangdong Hong Kong Macao Bay area, build a river crossing channel system with composite functions and integrated services, accelerate the construction of Shenzhen middle channel, and simultaneously promote the Shenzhen side connecting line, airport interchange, Hezhou interchange, etc. of Shenzhen middle channel.

It is studied to plan and reserve the Lingdingyang passage in the form of public rail combination. Carry out the feasibility study on the West extension of Shenzhen outer ring expressway to the West Bank of the Pearl River, form an important cross river corridor in the north of Shenzhen City, and divert the cross river freight of Shenzhen middle channel.
Speed up the expansion and reconstruction of busy traffic sections such as Shenzhen Huizhou Expressway and Shenzhen Shantou expressway, speed up the reconstruction and upgrading of Shenzhen section of Guangdong coastal tourism highway, speed up the construction of Shenzhen outer ring expressway, and build a livable Bay Area Coastal Expressway. We will promote the construction of the second Shenzhen Shantou Expressway and reserve a New Coastal Expressway from Shenzhen to the Shenzhen Shantou Special Cooperation Zone.
Research and explore the opening of Hong Kong Shenzhen Huizhou Shanwei sea tourism route. We should innovate the policy of yacht free trade in Guangdong, Hong Kong and Macao, adjust the current regulations on entry guarantee of overseas yachts, set up yacht guarantee fund by local government, and exempt the guarantee requirements of normal formalities for entry and exit ports.
