According to the unified deployment, China Railway Shenyang and Xi'an Bureau Group Co., Ltd. carried out the pilot work first. At present, three high-speed railway infrastructure sections in Shenyang, Changchun and Xi'an have been established.

To carry out the integrated reform of comprehensive maintenance and production of high-speed railway is an important measure to promote the development of high-quality railway. In the past two years, in view of the reality of high-speed rail safety production, the railway has been exploring and summarizing experience, taking active and effective measures to improve the organization and management mode of high-speed rail inspection, maintenance and repair production, and accelerating the modernization of high-speed rail safety production management system and management capacity. In 2018, the railway proposed to build an integrated management mode of "seven unifications and one combination" for comprehensive maintenance and production of high-speed railway, and the integration work gradually spread at the workshop level. Since 2019, the railway has gradually optimized and improved the integrated reform plan, started to implement the integrated management at the station and depot level, conducted in-depth research on the integrated promotion of comprehensive maintenance and production of 6 Railway Bureau Group companies, 22 stations and 15 workshops including China Railway Shenyang, Beijing and Xi'an Bureau Group Co., Ltd., deployed and established the station and depot level high-speed rail infrastructure maintenance organization, and unified Named high speed rail infrastructure segment.

The guiding opinions, based on the basic principles of ensuring safety and quality, highlighting intensive and efficient, and strengthening professional management, follows the working ideas of in-depth integration and strengthening quality, strengthening the basic and final optimization mechanism, flat connection and improving efficiency, clarifies the setting principles and main responsibilities of the high-speed rail infrastructure section, and refines the subordinate comprehensive departments, production technology centers, workshops and other institutions of the high-speed rail infrastructure section. At the same time, setting up, refining the employment management, improving the employment mechanism, and innovating post types of work reflect many new changes.

At present, more than 90% of China's high-speed rail has been opened to realize an integrated organization. Each railway bureau group company has done a lot of work in promoting the integrated management, and has achieved positive results. The comprehensive utilization rate of "skylight" has been greatly improved, the failure rate of junction has been significantly reduced, the equipment repair is accurate and efficient, and the emergency response is smooth and orderly. However, the integrated reform is still at the beginning stage, and many problems need to be solved urgently. The guiding opinions have positive guiding significance for promoting the reform of integrated stations and depots to develop in depth.

After the issuance of the guidance, the two pilot Railway Bureau Group companies attached great importance to the implementation of the integrated reform plan item by item, quickly allocated the leadership of the high-speed railway infrastructure section, and completed the establishment of the comprehensive departments, production technology centers and workshops efficiently. Shenyang Bureau Group Co., Ltd. further clarified the rights and responsibilities interface, revised the safety management measures, supplemented the relevant contents of vehicle discipline, revised and improved the professional emergency plans and professional rules.

Relevant departments of Shenyang and Changchun high speed railway infrastructure sections hold operation dialogue meetings to confirm and check key operations, personnel organization, key technologies, personal safety, operation safety and control measures, and focus on solving the joint problems involved in cross operation and joint operation between different disciplines. Xi'an Bureau Group Co., Ltd. actively carried out professional integration training to further clarify the division of labor and post responsibilities of all institutions in Xi'an high-speed railway infrastructure section, so as to ensure orderly production safety and reliable equipment quality.
