According to the unified deployment, China Railway Shenyang and Xi'an Bureau Group Co., Ltd. carried out the pilot work first. At present, three high-speed railway infrastructure sections in Shenyang, Changchun and Xi'an have been established.
To carry out the integrated reform of comprehensive maintenance and production of high-speed railway is an important measure to promote the development of high-quality railway. In the past two years, in view of the reality of high-speed rail safety production, the railway has been exploring and summarizing experience, taking active and effective measures to improve the organization and management mode of high-speed rail inspection, maintenance and repair production, and accelerating the modernization of high-speed rail safety production management system and management capacity. At the same time, setting up, refining the employment management, improving the employment mechanism, and innovating post types of work reflect many new changes.
At present, more than 90% of China's high-speed rail has been opened to realize an integrated organization. After the issuance of the guidance, the two pilot Railway Bureau Group companies attached great importance to the implementation of the integrated reform plan item by item, quickly allocated the leadership of the high-speed railway infrastructure section, and completed the establishment of the comprehensive departments, production technology centers and workshops efficiently. Shenyang Bureau Group Co., Ltd. further clarified the rights and responsibilities interface, revised the safety management measures, supplemented the relevant contents of vehicle discipline, revised and improved the professional emergency plans and professional rules.
Relevant departments of Shenyang and Changchun high speed railway infrastructure sections hold operation dialogue meetings to confirm and check key operations, personnel organization, key technologies, personal safety, operation safety and control measures, and focus on solving the joint problems involved in cross operation and joint operation between different disciplines.
