We have received the letter on submitting the feasibility study report of the new Shenyang Baihe high speed railway (tzfgh [2019] No. 408) issued by China National Railway Group Co., Ltd. and the people's governments of Liaoning Province and Jilin Province. After study, the reply is as follows.
1、 In order to implement the strategy of revitalizing the northeast, improve the regional rapid passenger transport network, promote the development of tourism and other resources along the line, and promote the high-quality development of regional economy, it is agreed to build a new Shenyang Baihe high-speed railway (project code: 2019-000052-53-01-000095).
2、 Main construction contents and technical standards
(1) Main construction contents. The new high-speed railway from Shenyang to Baihe is led out from Shenyang north station, and introduced to Changbaishan station of Dunhua to Baihe railway under construction through Shenyang and Fushun, Liaoning Province, Tonghua, Baishan and Yanbian Autonomous Prefecture, Jilin Province. The total length of the main line is 428.8km. The double track from Dacheng to the north of Shenyang, the reinforcement project of Shenyang South bullet train station and the relocation project of some sections of existing Meiji line and Tongguan line in Tonghua area will be implemented simultaneously, the North Station of Shenyang will be rebuilt, and the single track of EMU from Shenyang station to Shenyang South Station will be added.
(2) Main technical standards. Railway grade: high speed railway. Number of main lines: double lines. Design speed target value: 350 km / h. Minimum curve radius: 7000 m (5500 m in difficult area). Maximum gradient: 20 ‰ (25 ‰ in difficult sections). Traction type: electric traction. Effective length of arrival departure track: 650m. Train operation control mode: automatic control. Dispatching command mode: centralized dispatching. Other technical standards shall be in accordance with code for design of high speed railway (tb10621-2014).
Planned long-term annual transportation capacity: 60 million people / year in both directions.
3、 Investment estimation, capital source and construction arrangement
The total investment of the project is 72.291 billion yuan, of which 2.503 billion yuan is invested by Tonghua municipal government in the transformation of existing lines in Tonghua area, and 69.788 billion yuan is invested in the remaining main works. The main project capital is about 48.852 billion yuan: China Railway Group has contributed 18.788 billion yuan, which is self raised by the enterprise (the investment within the central budget will be determined separately); the rest of the capital is 30.064 billion yuan (including 11.275 billion yuan of land acquisition and demolition costs), Liaoning Province has undertaken 15.148 billion yuan, Jilin Province has undertaken 14.916 billion yuan, and the local capital is used by the relevant provinces and local areas along the line according to the relevant regulations Government funds, etc. The cost of land acquisition and demolition shall be included in the local shares of the project in accordance with the relevant provisions of the state and local governments and approved by all the investors. Funds other than capital shall be financed by domestic bank loans.
Liaoning section of the project is invested and expanded by China National Railway Group Co., Ltd. and Liaoning Province to Danda railway company, while Jilin section is invested and expanded by China National Railway Group Co., Ltd. and Jilin Province to Changji intercity company. The construction period of the project is 4.5 years.
4、 Next work requirements
(1) The capital contribution of all parties shall be implemented in strict accordance with the requirements of the reply. If the expenditure of local government financial funds is involved, it shall be incorporated into the expenditure plan of local financial budget by year, and a continuous and stable mechanism shall be established to ensure that the project funds are in place in time and in full. The project financing mode and capital source shall not be adjusted at will, and the debt risk of local government shall be effectively prevented.
(2) Deepen the program research. The project shall be well connected with the surrounding road network such as the Dunhua Baihe railway under construction, strengthen the connection with the airports along the line, coordinate the construction of urban public transport transfer facilities, realize the fast connection, convenient direct connection between the railway passenger station and the urban built-up area and other important hubs, and improve the overall efficiency of comprehensive transportation.
(3) Strictly implement the requirements of ecological environment protection. Do a good job in the protection and water and soil conservation measures for the water source protection area, natural protection area, scenic spots and other environmental sensitive points involved in the construction of the project. Further optimize engineering measures to effectively prevent or control adverse environmental impact. Handle relevant administrative licensing procedures and special certification as soon as possible, and adhere to the simultaneous implementation of main works and environmental protection works.
(4) In-depth analysis of the impact of the project construction on such environmentally sensitive areas as concentrated residential areas, Liaoning Province and Jilin Province bear the responsibility of the territorial subject, take the initiative, do a good job of the masses, prevent and resolve the risk of social stability.
(5) Reasonably determine the development and construction scale, boundary and function orientation around the railway passenger station, do a good job in planning reservation and control, highlight the integration of industry and city, and integrate the station and city, and promote the development and construction in a standardized and orderly manner.
5、 State Grid Corporation of China is requested to arrange the external power engineering synchronously to ensure the synchronous completion of the project. The Ministry of industry and information technology and the joint staff of the CMC are invited to provide support and cooperation in the relocation of communications.
