It is required to make every effort to ensure smooth transportation under the condition of ensuring safety.
The State Railway Group requires to comprehensively sort out key flood control sections, increase detention places, and provide sufficient guard, patrol and patrol forces in strong flood season. If necessary, seasonal employment can be adopted to increase the guard and patrol force to ensure safety and smooth flow; the dynamic investigation and management of flood control hidden dangers should be strengthened, and slope protection and retaining walls with potential safety hazards should be strengthened in time The water pipes and flood discharge bridges and culverts should be cleaned up in time, and the emergency materials, machines and tools, personnel and logistics support should be fully prepared; the speed limit sections should be refined, the accurate speed limit value should be put forward in sections, and the rainfall warning value should be reasonably determined to avoid "one size fits all".

According to the requirements of China Railway Group, all railway bureaus and groups comprehensively investigate and clarify the high-risk lines and sections within their management, formulate targeted prevention and control measures around "active risk avoidance", and seriously assess the risks of passenger trains on high-risk lines (sections), and organize the stop operation and speed reduction of such speed reduction. In order to ensure the safety of flood season, the State Railway Group has approved the application for speed limit of passenger cars in some common speed railway sections in flood season, and requires all Railway Bureau Group companies to conscientiously do a good job in LKJ data release, compilation and replacement.
