The guiding opinions put forward that we should strengthen the planning and construction of infrastructure. Accelerate the planning and construction of major projects such as Sichuan Tibet railway, Yanjiang high speed railway, Chongqing Kunming high speed railway and xi'an-ning-chengdu railway. Pay attention to the coordinated development of high-speed railway and ordinary railway, and continue to open many stations and low fare "slow trains". We will break through the dead end road and bottleneck Road, and strengthen the construction of access roads to the sea, poverty alleviation, and tourism transportation infrastructure. Strengthen the construction of comprehensive passenger transport hub and freight hub (Logistics Park). Improve the layout of national logistics hub and improve the efficiency of logistics operation. The railway focuses on improving the density and trunk line of the Western Railway Network, and takes the construction of the Western Railway as the key point of the national railway construction. It is rapidly and efficiently promoting the construction of the Western trunk railway, high-speed railway, intercity railway, new development line and hub station. By 2035, the accessibility of railway infrastructure in the western region will be roughly the same as that in the eastern region, which will provide strong transportation support for the complementary development of different types of regions, the two-way opening and coordination of the East and the west, and the prosperity and security of ethnic border areas.

In the requirements of "strengthening the construction of open channels", the guiding opinions put forward that we should actively develop multimodal transport and speed up the construction of connecting lines between railways, highways, ports and parks. Strengthen the construction of transportation capacity of railway channels along the river and port collection and distribution system. Relying on the golden waterway of the Yangtze River, we will build a combined transport service mode and logistics channel that combines land sea transport, air rail transport, China Europe trains, etc. We will support the construction of dry ports in the western region. Optimize the operation mode of China Europe trains and strengthen the construction of hub nodes of China Europe trains. We will further improve the open infrastructure such as ports, cross-border transportation and information channels, and accelerate the construction of an open logistics network and cross-border mail system. This provides strong support for the railway to further accelerate the pace of "going out".

In accordance with the requirements of the guiding opinions, the railway adheres to the new development concept, promotes high-quality development, makes three major battles, gives full play to the advantages of the railway industry, adheres to the implementation of poverty alleviation through construction, transportation and fixed-point poverty alleviation, actively expands new ways of poverty alleviation through industry and consumption, and increases the efforts of poverty alleviation in deep poverty-stricken areas and special poverty-stricken groups to ensure that the railway will be in the western region this year All the rural poverty-stricken people in the designated poverty-stricken counties in the district have been lifted out of poverty and all the poverty-stricken counties have been decapitated. In combination with the actual development of the western region, the railway firmly implements the concept that green water and green mountains are golden mountains and silver mountains. It will continue to give full play to the advantages of green environmental protection, solidly promote the incremental actions of freight transportation, and contribute to winning the blue sky defense war.
