Regional structural pollution is prominent, industrial structure is biased, coal and coke account for a large proportion, industrial emissions are large, and pollution control level needs to be improved; energy structure is dominated by coal, the level of clean utilization is low, coal-fired pollution features are obvious, the pollution impact of living and heating bulk coal in winter is prominent, the concentration of sulfur dioxide in the ambient air is 1.7 times that of the whole country; coal, coke and other bulk goods Road transportation is the main way, the amount of vehicles in transit is large, and the problem of vehicle emission pollution is prominent

according to the characteristics of air pollution in Fenwei plain, the plan puts forward the key measures for Shanxi Province, including: adjusting and optimizing the industrial structure, accelerating the reduction of 4.3m coke oven with long furnace life and poor furnace condition; carrying out the special adjustment of coal washing enterprises, shutting down and integrating a batch of coal washing enterprises, and in-depth treatment of a batch of coal washing enterprises. By the end of December 2019, 15 million tons of ultra-low emission transformation will be completed in Shanxi Province. On the premise of ensuring a warm winter, we should concentrate resources to vigorously promote the management of bulk coal. By 2019, 1.98 million households of bulk coal will be treated before the heating season, including 600000 households in Shanxi Province. Comprehensive measures should be taken to prevent the reburning of bulk coal in the replaced areas. For the areas that have completed the clean heating transformation, they should be designated as high pollution fuel prohibition areas according to law, and relevant supporting policies and measures should be formulated and implemented. We will speed up the transfer of coal and coke transportation from the public to the railway, and comprehensively promote the access of key coal mining enterprises to special railway lines in Shanxi Province. For large industrial and mining enterprises with special railway lines and new logistics parks, the proportion of coal, coke, iron ore and other bulk cargo railway transportation in principle reaches more than 80%.
